Yaw Boakye, CA

Director Finance & Accountability

Yaw Boakye is a Chartered Accountant and public sector financial management specialist with approximately 18 years of experience within the Ghana Health Service (GHS), where he currently serves as Deputy Director of Finance responsible for financial reporting and analysis at the national level.

He holds a Master of Science (MSc) degree in Development Finance from the University of Ghana and a Bachelor of Management Studies degree from the University of Cape Coast. In addition, he is a licensed Insurance Advisor in the Province of Saskatchewan, Canada.

Throughout his professional career, Yaw has developed extensive expertise in public financial management, development finance, donor-funded program oversight, financial reporting, audit coordination, accountability systems, and health sector financial governance. His experience spans both national public sector financial leadership and international donor-funded program management within complex health and development environments.

Yaw has managed and supported financial oversight for programs funded by major international development partners including the World Bank, DFID, Global Fund, US CDC/PEPFAR, and KOICA. His work has involved ensuring compliance with government and donor financial policies, strengthening accountability frameworks, promoting value-for-money principles, and supporting transparent financial management systems across health and development programs.

He contributed to the development of Financial Management Standard Operating Procedures for the Ghana Health Service and also supported the development of managerial accounting systems within the organization. During the COVID-19 response, he was part of the team that designed emergency fund management protocols implemented across national, regional, and district levels.

As Deputy Director responsible for financial reporting and analysis, Yaw leads the preparation of consolidated Ghana Health Service financial statements and supervises financial validation processes across headquarters and regional structures. He conducts high-level financial analysis to support management decision-making and provides strategic oversight for financial reporting systems, compliance processes, budget alignment, audit coordination, and institutional accountability mechanisms.

In this role, he supports the development of strong financial controls, donor-compliant financial management systems, budgeting and reporting structures, and institutional accountability frameworks that strengthen organizational integrity and long-term sustainability.

He has participated in numerous international professional training programs and conferences in development finance, results-based financing, monitoring and evaluation, and financial management across Canada, the United Kingdom, Kenya, and the United States. These experiences have further strengthened his expertise in results-oriented program financing, financial stewardship, performance monitoring, and development program accountability within global health and development settings.
